Frank was born on December 21, 1922 at Toronto. He went to school at De LaSalle Oaklands Collegiate.
He enlisted in the RCAF on November 5, 1942 at Toronto. He did his Manning Depot at Toronto, his #1 ITS at Toronto and #9 B & G School at Mont Joli, Quebec where he received his AG Wing on January 13, 1944.

He was posted to the UK and arrived at Bournemouth on March, 1944. He was posted to #18 OTU Finningley, Yorks; #1481 B & G Flight, Blyton, Yorks; #1662 Con Unit, #1 LFS Hemswell, Lincs.
He was then posted to #101 Squadron RAF, #1 Group, Bomber Command.
His crew consisted of: A. McClenaghan - Pilot; J.Balcombe - Nav.; N.Ingeberg, B/A; C. Vicary, F/E;
