Howard was born on February 20, 1921 in Toronto.
He attended Malvern and Pardale Collegiates. He did two years of competitive bicycle racing.
He enlisted in the RCAF at Toronto on June 26, 1940.
He served at #1 Manning Depot, Toronto; #1 ITS, Toronto; #2 Wireless School, Calagary;
#1 B & G School, Jarvis. He received his WAG wing at Jarvis.
He was posted to the UK aboard the Georgic to Gourock, Scotland, then Personnel Reception Unit, Uxbridge, March 1941.

He was posted to Yatesbury Wireless School, RAF; #15 OTU, RAF Harwell, Bucks (Wellington 1). He was then posted to #218 Squadron (July - December 1941) RAF Marham, Norfolk; #148 Squadron(January-August 1942)
